Organisation

The Security Service employs around 1,000 people, most of whom are based in Stockholm. We also have staff at five regional units around Sweden. Just over half of our staff have police training, and work as close protection officers, investigators and surveillance officers. Several other professions are also represented, such as analysts, technicians, translators, economists, legal advisers, interpreters and administrators.
Anders Danielsson is Director General and Head of the Swedish Security Service. Anders Thornberg is Deputy Head of the Security Service. The Security Service is organised into four departments and a secretariat for management support.

We have a new organisation in place since 1 January 2010, which means that the Service is leaving traditional hierarchical management structures behind in favour of a process-based organisation. Staff are organised according to function. For instance, all analysts are placed with the analysis unit. Much of the work will be carried out in project form, in programme groups. Such a group can include analysts, desk officers, surveillance officers and others necessary for the project. Programme groups are headed by programme group leaders.

Department of Security Intelligence


The department engages in security intelligence work primarily aimed at providing the Service with a basis for making decisions on security measures.

Jan Garton is Head of the Department of Security Intelligence, which consists of the following units:
  • Department Management Support, whose primary function is to provide management support.
  • Situation Assessment, which ensures that the Service has an up-to-date picture of our ability to identify and assess threats and vulnerabilities, and a comprehensive view of our ongoing intelligence activities.
  • Desk, which receives, prioritises and allocates operational cases and also prepares and plans the Service's international cooperation.
  • Intelligence Gathering, which is responsible for source running, open source gathering and gathering in an IT environment.
  • Intelligence Processing, which is responsible for collating and processing security intelligence for the assessment of threats, vulnerabilities and the need for security measures.
  • Analysis, which is responsible for the Service's threat and vulnerability assessments.

Department of Security Measures


The department applies measures to reduce threats and vulnerabilities.

Anders Kassman is Head of the Department of Security Measures, which consists of the following units:

  • Department Management Support, whose primary function is to provide management support.
  • Dignitary Protection, which is responsible for directing and conducting security work involving Central Government, state visits and similar events.
  • Surveillance, which is responsible for physical and technical surveillance and for the Swedish Security Service´s Communications Centre.
  • Information Security, which is responsible for the information security area, which includes securing evidence in IT environments, performing technical security reviews of IT systems and examining malware.
  • Investigation, which is responsible for handling criminal investigations falling within the remit of the Service.
  • Operational Measures, which is responsible for the areas of physical protection, security screening and records checks, and other measures to reduce vulnerability.

Department for Central Support Functions


This department brings together all the Service's support processes.

Doris Högne Rydheim is Head of the Department for Central Support Functions, which consists of the following units:

  • Economy, which is responsible for the Service's budget planning and review.
  • Service, which is responsible for ensuring the functioning of the Service's post and courier handling, reception/switchboard and vehicle workshop.
  • Human Resources, which is responsible for the planning, coordination and review of the Service's employer policy and for our strategic competence management.
  • Technical, which is responsible for technical support to the Service, such as the planning, development, operation and support of IT and other technical systems.
  • Communications, which is responsible for the planning, coordination and presentation of the Service's internal and external communication on a central level.

Department for Local Operations


The department is mainly tasked with intelligence gathering through the organisational regional units South, West, Lower Central, Upper Central and North. The units are also tasked with giving information on protective security matters and with representing the Service in their geographical areas.

Margareta Björk is Head of the Department for Local Operations, which consists of the following units:

  • South, which covers the counties of Blekinge, Kalmar, Kronoberg and Skåne.
  • West, which covers the counties of Halland and Västra Götaland.
  • Lower Central, which covers the counties Jönköping, Södermanland, Östergötland, Värmland and Örebro.
  • Upper Central, which covers the counties of Uppsala, Gotland, Västmanland, Dalarna and Gävleborg.
  • North, which covers the counties of Västernorrland, Jämtland, Västerbotten and Norrbotten.
The department includes a centrally located regional coordinator function.

Secretariat for Management Support


The Secretariat is tasked with providing support to the management in the areas of steering, auditing and developing the Service's activities.

Johan Sjöö is Head of the Secretariat, which includes five functions:

  • Policy and Strategic Issues, which provides the Director General with overall assessments to underpin the Service's strategic steering.
  • Planning, which is responsible for financial control, administrative planning and review of activities, and for overall coordination of the Service's internal development work.
  • Legal Issues, which is responsible for legal aspects in the drafting of internal steering documents, internal legal advice and legal quality assurance.
  • Internal Audit, which is responsible for scrutiny and evaluation of the Service's operations in terms of their effectiveness, quality, efficiency and compliance with the rule of law.
  • Internal Security, which is responsible for the Service's internal and protective security on the strategic level.
