Intelligence activities are going on in Sweden

There are ongoing intelligence activities against Sweden and foreign targets in the country. The intelligence actors active in Sweden or targeting Swedish interests in other countries are working on a broad and systematic scale to access information relating to politics, economy, the armed forces, advanced technology and research as well as to dissident refugee groups and immigrants.
Representatives of the intelligence services of some 15 countries are posted in Sweden. Several of these countries have informed us that they have intelligence staff here, and we cooperate with some of them. There are also intelligence officers in Sweden who are undeclared, i.e. their intelligence services have not informed us of their presence here or their working on behalf of these services.
 

Intensified competition and technical developments


After the Cold War and as a result of globalisation, competition has intensified in many areas. Countries with which Sweden has friendly security policy relations may be competitors in other areas. We have for instance seen attempts at financial espionage against Swedish interests by friendly countries.
 
The process of rapid computerisation during the past ten years, with which network intrusion protection often has not kept pace, has led to foreign powers´ intelligence services attempting to access classified information via the computer networks of companies and government agencies. Foreign powers´ intelligence services also conduct signals intelligence in Sweden, i.e. they intercept wireless signals. This is not illegal; only the interception of cable-transmitted signals is.
