Refugee espionage


- when states gather information on individuals who have left their country of origin
The Security Service works to prevent and detect persecution of and intelligence activities targeting exile groups and dissidents in the country - activities commonly referred to as refugee espionage. Democratic states do not engage in refugee espionage. States that do tend to be states involved in conflicts or totalitarian states trying to protect themselves against resistance groups.
The gathering of information on refugees and immigrants in secret or by using deceptive methods or undue pressure constitutes the offence of unlawful intelligence activities.
 

Persecution that does not stop at the border


In Sweden there are a large number of persons who have chosen to leave their country of origin because of e.g. political or religious persecution. Some of them actively work for democratic development in their home country. There are non-democratic states that spend a lot of resources on the mapping and persecution of these dissident refugees and exile groups in Sweden. Also persons and groups who do not actively advocate a change in their home countries may be subjected to an intrusive interest. This can happen even to persons who have become Swedish nationals and who see themselves primarily as Swedes and not as dissidents of an oppressive regime. Iraq, under the lead of Saddam Hussein, is one example of a state that persecuted and even murdered their countrymen in Sweden.
